The Senate today, May 4, approved that state governments should enact laws to enable security agencies prosecute kidnappers and other crime related offences in their jurisdictions.
Following a report by its joint committee on Police Affairs, National Security and Intelligence, addressing the unfortunate recurrence of kidnapping and hostage-taking in the country, the Senate recommended that:
“The funding of the security agencies should be taken as a priority project bearing in mind that the practice of envelop budgetary for security agencies have proved ineffective.”
It recommended further that:
“Effort should be geared towards creating employment opportunities for our teeming unemployed youths.
“Security agencies should embark on training and retraining of their personnel for effective capacity building.
“Synergy and intelligence sharing among security agencies should be vigorously pursued.
“The Inspector-General of Police and Director-General of the Department of State Security in particular, and other security agencies should be encouraged to do more.”
Adding his voice, Senator Adamu Aliero (Kebi Central) expressed condemnation of the get-rich-quick mentality of Nigerian youths, a mindset which according to him leads to the perpetration of crimes such as kidnapping.
The Senate charged security agencies on the absolute elimination of criminalities from the society. In his remark, Senator Ben Murray-Bruce recalled how armed robbery was expunged by the Yakubu Gowon administration, urging the Buhari government to take a queue from such.
Deputy Senate President Ike Ekweremadu, who lamented being a victim of kidnapping, relayed the psychological agony of victims.
The president of the Senate, Bukola Saraki, recapped that adequate funding should be made available for security agencies for performance optimization. He commended the committees for their efforts
